Pair Android device

The APK obtains its own revocable credential. It never receives this administrator token or FCM server private key.
Notification test
Use a registered device ID from the device list to confirm FCM setup and Android notification permissions.
An FCM acceptance response does not prove the phone displayed the notification; test on the actual device.
